  • Names the decision (not yet)

    A question with no decision attached produces a report nobody acts on.

  • Names a measurable quantity (not yet)

    "Performance" is not measurable; "monthly revenue and gross margin" is.

  • Names the segment (not yet)

    Totals hide answers; the interesting movement is almost always in a slice.

  • Fixes the time window (not yet)

    Without a window, everyone quietly picks the range that proves their point.

  • Fixes the comparison (not yet)

    A number is only high or low compared with something explicit.

  • Sets an action threshold (not yet)

    Deciding in advance what result triggers what action keeps the answer honest.
